Statements of Qualifications for On-Call Construction and Maintenance Services

The Tuolumne Utilities District (District) in Tuolumne County, is accepting Statements of Qualifications for providing on-call construction and maintenance services to be received by electronic submittal by 2:30pm (PST) Monday, September 30, 2019 to jbatt@tudwater.com.

Scope of Work

The District is seeking qualified contractors to enter into an agreement for on‐call construction and maintenance services to supplement the District’s own crews. The contractor shall be capable of providing experienced, knowledgeable, and professional staff, who will be responsive and maintain a good working relationship with the residents, businesses, and the public of Tuolumne County. The District wishes to ensure that all work will be performed in accordance with all District standards, as well as, any applicable environmental health and safety laws, codes, and regulations. The contractor shall provide all labor, supervision, equipment, tools, miscellaneous materials (that are not supplied by the District) and technical expertise to accomplish the Work. The District will provide most of the materials needed for repairs.

Geotechnical Engineering Services for the Cuesta Heights Water Storage Project

The District is seeking geotechnical engineering services for the design of a new 600,000 gallon, 24 foot tall welded steel water tank.  The new water tank will be located adjacent to 1365 Shaws Flat Rd in Sonora in Tuolumne County.  The geotechnical report should include but not be limited to; allowable soil bearing pressure for foundation design, seismic design criteria, compaction, and cut/fill slope recommendations.  It is the District’s intention to have the construction of the tank occur in the 2020 construction season (beginning early summer), including completion of the coatings, before cold temperatures prevent proper curing.

Proposals Requested

The District is requesting a time and fee proposal for this project.  Sealed proposals for the Geotechnical Engineering Services for the Cuesta Heights Water Storage Project addressed to the Tuolumne Utilities District, 18885 Nugget Boulevard, Sonora, California  95370, will be received at the office of the District until 2:00 p.m., local time, on Friday, September 13,  2019, and will then be publicly opened and read.

Lakewood Dam Repair Project

Sealed proposals for the construction of the Lakewood Dam Repair Project addressed to the Tuolumne Utilities District, 18885 Nugget Boulevard, Sonora, California  95370, will be received at the office of the District until 2:00 p.m., local time, on Thursday, July 11, 2019, and will then be publicly opened and read.

In general, the project will consist of repairing the Lakewood Dam including, but not limited to, constructing gabion walls, cofferdams, reinforced concrete headwall, placing and compacting embankment fill, constructing new reinforced concrete spillway, furnishing and installing maintenance access bridge. The project is located near the community of Twain Heart on Lakewood Dr., 260 feet south east of the intersection with Middle Camp Sugarpine Rd. in Tuolumne County, CA.

The Contract for the work will be awarded upon the basis of the total base bid price of the Bid Schedule.

Directions to the site will be given at the office portion of the conference.  Proposals will only be accepted from contractors represented at both the office portion and the field visit portion of the pre-bid conference.

Upper Columbia Ditch Slope Stabilization at Spill #1 Project

Sealed proposals for the construction of the Upper Columbia Ditch Slope Stabilization at Spill #1 Project addressed to the Tuolumne Utilities District, 18885 Nugget Boulevard, Sonora, California 95370, will be received at the office of the District until 2:00 p.m., local time, on Tuesday, June 18th, 2019, and will then be publicly opened and read.

In general, the project will consist of the stabilizing a portion of the TUD Upper Columbia Ditch (60-foot piped segment) via installation of a retaining wall and to replace existing pipe with larger pipe and stabilizing adjacent slope at spill located near the intersection of Old Oak Road at Northridge in Tuolumne County, CA.

The Contract for the work will be awarded upon the basis of the total base bid price of the Bid Schedule.

Hillcrest and Palemone Sewer Realignment Project

Sealed proposals for the construction of the Hillcrest and Palemone Sewer Realignment Project addressed to the Tuolumne Utilities District, 18885 Nugget Boulevard, Sonora, California  95370, will be received at the office of the District until 2:00 p.m., local time, on, May 30, 2019, and will then be publicly opened and read.

In general, the project will consist of the replacement of existing sewer main with new 4” and 6” SDR 35 sewer main, installation of a new manhole, and connection to existing system, including any necessary appurtenances, on Hillcrest Dr. and Palemone St., in the City of Sonora, CA. The Contract for the work will be awarded upon the basis of the total base bid price of the Bid Schedule.

O’Neil Tunnel Improvements Project

Sealed proposals for the construction of the O’Neil Tunnel Improvements Project addressed to the Tuolumne Utilities District, 18885 Nugget Boulevard, Sonora, California 95370, will be received at the office of the District until 2:00 p.m., local time, on July 2, 2019, and will then be publicly opened and read.

In general, the project will consist of the installation of approximately 200 linear feet of 24” High Density Polyethylene (HDPE) pipe and 40 linear feet of 30” steel pipe inside of the O’Neil Tunnel, including any necessary appurtenances, and encasing the pipes in concrete. The work must be performed During specific timeframes yet to be determined but to coincide with planned water outages between late October and December of 2019. See additional scheduling requirements in the Supplementary Conditions. The project is located near 19040 Rawhide Road, in Tuolumne County, CA.

The Contract for the work will be awarded upon the basis of the total base bid price of the Bid Schedule.

This is a public works project and the contractor’s and all subcontractor’s employees must be provided certain benefits pursuant to Section 1720 et. seq. of the Labor Code, including the payment of prevailing wage rates, if prevailing wage rates have been established by DIR.
